A Foreign Investor's Guide to the Investment Law (2026)

Start with investment licences, relevant institutions or guarantees. This guide brings together selected provisions, their sources and questions to help you prepare for project-specific checks.

The framework covered here starts with Investment Law No. 18 of 2021, amended by Law No. 2 of 2023 and Decree No. 114 of 2025. SANA reported on 16 November 2025 that Decision No. 1 of 2025 set out implementing instructions for the amended investment law. This reference brings together selected provisions and questions to help investors trace licensing, guarantees and the competent authorities.
